Since 2000, the annual All-Russian Sambo Tournament has been held in memory of the Honored Trainer of Russia, international master of sports, police colonel Eduard Agafonov.
Since 2005, the All-Russian interdepartmental team tournament in shooting from military weapons has been held in memory of Major General of Police V.I. Gorobtsov.

Story
The history of the institute begins with the creation, on the basis of Resolution of the Council of Ministers - Government of the Russian Federation No. 791-r dated May 8, 1993 and Order of the Minister of Internal Affairs of the Russian Federation No. 309 dated June 30, 1993, of the Irkutsk Higher School of the Ministry of Internal Affairs of Russia on the basis of four educational institutions:
- Irkutsk Faculty of the Higher Engineering Fire-Technical School of the Ministry of Internal Affairs of the USSR, which opened in 1978;
- Irkutsk Fire-Technical School of the Ministry of Internal Affairs of the USSR, opened in 1968;
- The correspondence education department of the Khabarovsk Higher Police School of the Ministry of Internal Affairs of the USSR, created in 1983;
- Irkutsk branch of the Krasnoyarsk secondary special police school of the USSR Ministry of Internal Affairs, opened in 1989.
The teaching staff of the institute includes 20 doctors of science, 19 professors, 95 candidates of science, 51 associate professors and 2 senior researchers.
The departments of the institute have created the necessary conditions for the research work of cadets and students. There are about 40 scientific circles and problem groups, the results of which are used in the educational process. Intra-university Olympiads and student conferences are held annually. The institute is the base for holding regional Olympiads in legal disciplines. Students of the institute have repeatedly become prize-winners of the All-Russian Student Legal Olympiads. According to the results of the All-Russian competition of student works in the natural, technical and human sciences, the institute took second place among the universities of the Ministry of Internal Affairs (medal and 7 diplomas).
Research work
A feature of scientific research conducted by the institute’s teachers is its close connection with practical bodies. The institute's employees are part of the scientific and practical section of the Main Internal Affairs Directorate of the Irkutsk Region. In order to improve the organization of work to identify, generalize and implement advanced domestic and foreign experience, identify current problems of operational activities that require scientific study, generate applications for scientific research, introduce scientific products into practical activities, an expert team has been created on the basis of the Irkutsk Internal Affairs Directorate commission, which includes teachers of the institute.
The institute conducts fundamental scientific research and applied research aimed at improving the activities of internal affairs bodies and the state fire service. The results of scientific research carried out at the institute are used in the educational process and in the practical activities of the Department of Internal Affairs and the State Fire Service of the Ministry of Emergency Situations of Russia.
The teaching staff of the institute has prepared monographs, textbooks and teaching aids, which have received a departmental stamp, collections of scientific papers and scientific publications. Every year, dozens of scientific and educational publications are published on the printing base of the institute; every quarter the next issue of the scientific and practical journal “Bulletin of the All-Russian Research Institute of the Ministry of Internal Affairs of Russia” is published.
International cooperation
The institute is actively working to establish international cooperation. In recent years alone, more than 40 scientific conferences and theoretical seminars at the international, republican and regional levels have been organized and held. The Institute conducts joint research with the International Center for the Study of Organized Crime of the ISU Legal Initiatives Foundation and the Police Academy of Mongolia.
The Institute is a collective member of the international non-governmental police organization “Strength in Friendship” and participates in the international program “Project Harmony”. Work is underway to exchange specialists from law enforcement agencies of Russia and the United States. Thus, the institute has already been visited by two delegations from the United States, which conducted two seminars on the problems of domestic violence. A delegation from the institute traveled to the United States to get acquainted with the experience of the American police.
Sports life of the institute
Much attention is paid to combat, physical and special training of cadets. For sports, the institute has created a sports base, which includes two gyms, a wrestling hall, two athletic halls, a stadium, two towers for fire-applied sports, a special obstacle course for police officers, and four shooting ranges.
The institute's teams participate in competitions at various levels. The most popular are the Russian Championships among educational institutions of the Ministry of Internal Affairs of Russia, the Spartakiad among universities of Irkutsk, the Spartakiad of Dynamo teams, and traditional competitions in various sports. Athletes of the All-Russian Sports Inspectorate of the Ministry of Internal Affairs of the Russian Federation regularly become leaders and take prizes in team and individual championships.
The institute has sports sections in fire-applied sports, wrestling, sambo, judo, hand-to-hand combat, boxing, kickboxing, athletics, volleyball, football and basketball.
The institute's boxers achieved impressive success. Master of Sports of International Class, Major of the Internal Service A. A. Akhmatgatin became the champion of the World Police Games in Australia and the winner of the Belgian Cup. Internal service lieutenant and platoon commander A. M. Mishin took second place at the European Championships and participated in the 2000 Olympic Games in Sydney. Institute athletes Alexey Gordeev and Andrey Derevtsov regularly took prizes in the championship of the Ministry of Internal Affairs of Russia in boxing, kickboxing, and hand-to-hand combat. The institute's boxing team systematically takes first place in competitions for the prize of the Minister of Internal Affairs.
Traditional public sports events are held: the institute's Olympics, the Irkutsk - Baklashi track and field race dedicated to Victory Day, the track and field race in Irkutsk, the Bolshoy Lug - Irkutsk night ski crossing dedicated to significant dates.
The history of the educational institution dates back to August 1962, when the Krasnoyarsk educational and consultation center for correspondence education of the Omsk Special Secondary Police School of the Ministry of Public Order of the RSFSR was created. Police Major A. A. Zhemchugov, who arrived from the public order department of the Krasnoyarsk Regional Executive Committee, was appointed its chief.
On September 1, 1965, the Krasnoyarsk training and consultation point (UCP) of the Omsk Special Secondary Police School of the Ministry of Educational Institutions of the RSFSR was reassigned to the Novosibirsk Special Secondary School of Police of the Ministry of Educational Institutions of the RSFSR. During these years, it was the only educational institution in the Krasnoyarsk Territory that trained specialists for the internal affairs bodies of the region and other regions. Every year, the UCP graduated from 80 to 180 specialists with a secondary legal education.
In order to expand the training of personnel for the Internal Affairs Directorate of the Krasnoyarsk Regional Executive Committee, by order of the USSR Ministry of Internal Affairs, on March 1, 1980, the Krasnoyarsk correspondence education department of the Omsk Higher Police School of the USSR Ministry of Internal Affairs, numbering 600 people, was created. Yu. F. Tsygankov was appointed head of the department. Every year, the correspondence education department graduated 120 specialists with higher legal education for the internal affairs bodies of the Krasnoyarsk Territory, Tuva and other regions of Siberia.
By order of the USSR Ministry of Internal Affairs of April 12, 1983, the Krasnoyarsk Special Secondary Police School of the USSR Ministry of Internal Affairs was created in Krasnoyarsk, and police colonel G.G. Garuss was appointed its head. 145 cadets from 16 regions of Siberia and the Far East were enrolled in the first course in 1984. In the same year, the last graduation of specialists from the Krasnoyarsk training and consultation center of the Novosibirsk Special Secondary School of Police of the Ministry of Internal Affairs of the USSR was carried out. The Krasnoyarsk UCP merged with the Krasnoyarsk Special Secondary Police School of the USSR Ministry of Internal Affairs.
An important milestone in the development of the educational institution was May 1993: on the basis of an order of the Russian Government, the Krasnoyarsk Special Secondary School of Police of the Ministry of Internal Affairs of Russia and the Krasnoyarsk Department of Correspondence Education of the Omsk Higher School of Police of the Ministry of Internal Affairs of Russia was created on the basis of the Krasnoyarsk Higher School of the Ministry of Internal Affairs of Russia. From 1986 to 1996, the Krasnoyarsk Special Secondary Police School, then the Krasnoyarsk Higher School of the Ministry of Internal Affairs of Russia was headed by police colonel V.I. Zinchenko.
In 1998, the university successfully passed state certification and was transformed into the Siberian Law Institute of the Ministry of Internal Affairs of Russia, the first head of which was Doctor of Law, Professor Major General of Police V.I. Gorobtsov, who headed the educational institution from 1996 to 2004.
In 1999, the educational institution opened an adjunct course with full-time and part-time forms of study, and in 2000, a faculty of advanced training was created, where employees of internal affairs bodies of various job categories from more than 50 regions of Russia were trained.
In 2002, doctoral studies were opened. In the same year, a faculty for training scientific and pedagogical personnel was formed, operating in the system of postgraduate professional education of the Russian Federation.
From September 1, 2011, the Siberian Law Institute of the Ministry of Internal Affairs of Russia was transferred to the jurisdiction of the Federal Service of the Russian Federation for Drug Control. The task of the university was to train specialists for the units of the Federal Drug Control Service of Russia.
In July 2012, enrollment for full-time study was carried out for the first time in the field of training “law” (bachelor’s degree) and the specialty “law enforcement”. 100 boys and girls from 50 regions of Russia, who successfully passed the entrance examinations, were enrolled in the institute and accepted into service in the drug control authorities as cadets with the assignment of the first special rank of “ordinary police”. Since September 2012, citizens of Kyrgyzstan and Tajikistan began studying at the Faculty of Training of Foreign Specialists.
From September 6 to September 13, 2012, the institute passed entrance tests to the institute's correspondence education department in the field of preparation "law", according to the results of which 65 employees, civil servants and drug control officials from 25 territorial bodies were enrolled in positions financed from the federal budget. and organizations of the Federal Drug Control Service of Russia.
East Siberian Institute of the Ministry of Internal Affairs of the Russian Federation- federal state government educational institution of higher professional education, providing training, retraining and advanced training of specialists for law enforcement agencies of the Ministry of Internal Affairs of the Russian Federation and the state fire service of the Ministry of Emergency Situations of Russia in Irkutsk.
